In the modern scientific literature, there are many reports about the successful application of neural network technologies for solving complex applied problems, in particular, for modeling the urban real estate market. There are neural network models that can perform mass assessment of real estate objects taking into account their construction and operational characteristics. However, these models are static because they do not take into account the changing economic situation over time. Therefore, they quickly become outdated and need frequent updates. In (...) addition, if they are designed for a specific city, they are not suitable for other cities. On the other hand, there are several dynamic models taking into account the overall state of the economy and designed to predict and study the overall price situation in real estate markets. Such dynamic models are not intended for mass real estate appraisals. The aim of this article is to develop a methodology and create a complex model that has the properties of both static and dynamic models. Moreover, our comprehensive model should be suitable for evaluating real estate in many cities at once. This aim is achieved since our model is based on a neural network trained on examples considering both construction and operational characteristics, as well as geographical and environmental characteristics, along with time-changing macroeconomic parameters that describe the economic state of a specific region, country, and the world. A set of examples for training and testing the neural network were formed on the basis of statistical data of real estate markets in a number of Russian cities for the period from 2006 to 2020. Thus, many examples included the data relating to the periods of the economic calm for Russia, along with the periods of crisis, recovery, and growth of the Russian and global economy. Due to this, the model remains relevant with the changes of the international economic situation and it takes into account the specifics of regions. The model proved to be suitable for solving the following tasks: industrial economic analysis, company strategic and operational management, analytical and consulting support of investment, and construction activities of professional market participants. The model can also be used by government agencies authorized to conduct public cadastral assessment for calculating property taxes. (shrink)

The concept of sustainable development considers environmental, social and economic issues in general. And the goals of resource conservation and socio-economic development do not contradict each other, but contribute to mutual reinforcement. The purpose of this study is to build and test an economic and mathematical model for the formation of strategies for the behavior of an economic entity with an increase in the impact of negative environmental factors. The proposed strategies and their models are based on the income-expenditure balance (...) equation, which takes into account both quantitative and qualitative characteristics. The constructed models are considered in the state space. The research methodology is based on building models in the form of linear combinations of functions of a homogeneous external impact and various spatial combinations of economic sources (sinks). The study makes it possible to assess the dependence of the amount of resources used for life support on the chosen adaptive strategy. Within the framework of the proposed model, it was found that the criterion for the effectiveness of the applied strategy can be an indicator of satisfaction with the state, the preservation of which, simultaneously with the preservation of the size of resources used, corresponds to the direction of optimization. This approach is consistent with the concept of sustainable development. (shrink)

The aim of this paper is to enrich the algebraic-axiomatic approach to recursion theory developed in [1] by an analogue to the classical arithmetical hierarchy and an abstract notion of degree. The results presented here are rather initial and elementary; indeed, the main problem was the very choice of right abstract concepts.

Background Outbreaks of infectious disease cause serious and costly health and social problems. Two new technologies – pathogen whole genome sequencing and Big Data analytics – promise to improve our capacity to detect and control outbreaks earlier, saving lives and resources. However, routinely using these technologies to capture more detailed and specific personal information could be perceived as intrusive and a threat to privacy. Method Four community juries were convened in two demographically different Sydney municipalities and two regional cities in (...) New South Wales, Australia to elicit the views of well-informed community members on the acceptability and legitimacy of: making pathogen WGS and linked administrative data available for public health researchusing this information in concert with data linkage and machine learning to enhance communicable disease surveillance systems Fifty participants of diverse backgrounds, mixed genders and ages were recruited by random-digit-dialling and topic-blinded social-media advertising. Each jury was presented with balanced factual evidence supporting different expert perspectives on the potential benefits and costs of technologically enhanced public health research and communicable disease surveillance and given the opportunity to question experts. Results Almost all jurors supported data linkage and WGS on routinely collected patient isolates for the purposes of public health research, provided standard de-identification practices were applied. However, allowing this information to be operationalised as a syndromic surveillance system was highly contentious with three juries voting in favour, and one against by narrow margins. For those in favour, support depended on several conditions related to system oversight and security being met. Those against were concerned about loss of privacy and did not trust Australian governments to run secure and effective systems. Conclusions Participants across all four events strongly supported the introduction of data linkage and pathogenomics to public health research under current research governance structures. Combining pathogen WGS with event-based data surveillance systems, however, is likely to be controversial because of a lack of public trust, even when the potential public health benefits are clear. Any suggestion of private sector involvement or commercialisation of WGS or surveillance data was unanimously rejected. (shrink)

La thèse de cet (...) article est que ces changements en impliquent un autre: le texte devient un matériel architectural, dans le sens propre du mot – à savoir, et en dehors des métaphores, il est l’élément qui structure matériellement l’espace dans lequel nous vivons. This essay is concerned with the applicability in modern conceptual jurisprudence of a particular methodology for defining concepts, namely, per genus proximum et differentiam specificam. We explicate the origin of this method and how it was applied by Aristotle, Porphyry, and Boethius, arguing that H. L. A. Hart’s views about the “open texture” of language, which is context-sensitive, call into question the applicability of this methodology in modern conceptual jurisprudence.

The article examines K.A. Rodin’s thesis on the possibility of including Wittgenstein’s remarks on intention and action in the context of legal philosophy research. It is shown that although the concepts of intention and intentional action are relevant to the philosophy of law, Wittgenstein’s own ideas did not have a significant impact on their relevance (and some of them did not have it at all). This influence is confined to the fact that, like Wittgenstein, many jurists and legal theorists, mainly (...) those who were influenced by the ideas of H.L.A. The article deals with the nature of legal rules. The authors argue that if all legal rules have obligative character, it means that they have the imperative nature. The article shows that the main feature of legal language is that for an explication of imperative character of legal rules is enough the fact of existence of this rule in particular legal system. Besides, an application of several points of the theory of speech acts to legal language allows showing that the (...) question on what kind of linguistic form an imperative has, doesn’t matter, because this is always the legal rule. B a c k g r o u n d. The article examines the appearance, essence and formation of the concept of "echo chamber" in the field of philosophy. The main interpretations and practical aspects of the application of this concept by representatives of the philosophical community are considered. Considering the lack of an established version of the concept of "echo chamber", an attempt was made to define its meaning by analogy with the already established interpretation of a physical analogue, (...) namely, a resonator. The appropriateness of such an analogy is justified. The specifics of the operation of echo chambers are considered by analogy with the operation of the resonator and its associated phenomena. The phenomenon of "intellectual inbreeding" ("geistiger Inzucht") described by H. Franke is considered. M e t h o d s. The theoretical and methodological foundations of the research are based on the principles of scientific objectivity, impartiality and systematicity. During the research, general scientific, philosophical, and special methods of studying social and political phenomena were used, including general methods of analysis, synthesis, and comparative methods. R e s u l t s. The author's understanding of the meaning of the concept of "echo chamber" and the prerequisites for its stability, which are determined by the properties of human consciousness, namely: "comfort zone", "clipping of thinking" and the principle of "own-foreign" are offered. The appropriateness of consideration and the main properties of the echo chamber as a technology of effective communication influence are substantiated. Among the methods of destroying echo chambers, the development of critical thinking skills and digital literacy, compliance with the principles of diversification of information sources and "range of reasonable alternatives", the occurrence of cognitive dissonance, as well as the phenomenon of emotional resonance are considered. C o n c l u s i o n s. Echo chambers pose a significant threat both to the harmonious development of the human personality and to the stable existence of civilized societies. Methods of countering echo chambers require further development and dissemination in society. (shrink)

Trente ans d'application de la loi permettent aujourd'hui d'évaluer, à grands traits, la régulation que la Commission nationale de l'informatique et des libertés , au centre de ce dispositif, a réussi à établir et les difficultés qu'elle a rencontrées dans cette tâche. Thirty years on, the time has come for a broad assessment of how far the CNIL, the French data protection authority at the core of the system, has succeeded in regulating the use of personal data, but also of the main difficulties it has encountered. Some branches of industry proved recalcitrant, politics intervened from the mid-1990s to lower the level of protection, public opinion slowly began to lay claim to data protection rights, while social representations of information processes became increasingly positive. Lorsque l’on s’interroge sur l’éthique du numérique, deux approches sont possibles. La première consiste à la considérer comme une éthique appliquée, une branche de l’éthique générale. Les principes éthiques généraux nous donneraient la capacité de discerner le bien et le mal ; les appliquer au numérique nous permettrait ainsi d’expliciter, à partir de ces principes, des normes de comportements dans ce domaine particulier. Mais cette approche ne prend pas en compte le fait que les principes éthiques puissent découler des conditions (...) concrètes de leurs applications. Nous pouvons donc considérer une seconde approche, qui consisterait à partir de l’analyse du domaine du numérique pour fonder sur ses caractéristiques la réflexion morale. Par conséquent, l’éthique du numérique ne serait pas une éthique appliquée, mais une éthique première. Cet article tente de poser les bases pour une réflexion sur l’éthique du numérique qui prendrait en considération les changements de culture et de valeurs engendrés par les nouvelles technologies. The problem of modern principle conditions, forms and effective group cooperation interaction methods are considered. On the basis of the comparative analysis of inconsistent approaches to teambuilding, the expediency of domestic experience of collective formation use on humanistic principles of the general care is proved, that were mostly qualitative theoretically and empirically developed and checked up by long-term experience of scientific and pedagogical activity of A. In addition to their function in transport of water, ions, small metabolites, and growth factors in normal plant tissue, the plasmodesmata presumably serve as routes for cell‐to‐cell movement of plant viruses in infected tissue. Virus cell‐to‐cell spread through plasmodesmata is an active process mediated by specialized virus encoded movement proteins; however, the mechanism by which these proteins operate is not clear. We incorporate recent information on the biochemical properties of plant virus movement proteins and their interaction with plasmodesmata in a (...) model for transport of nucleic acids through plasmodesmatal channels. We propose that only single stranded (ss) nucleic acids can be transported efficiently through plasmodesmata, and that movement proteins function as molecular chaperones for ss nucleic acids to form unfolded movement protein‐ss nucleic acid complexes. These complexes are targeted to plasmodesmata. Plasmodesmatal permeability is then increased following interaction with movement protein and the entire movement complex or its nucleic acid component is translocated across the plasmodesmatal channel. We give an example of a simple ω-categorical theory such that for any finite set of parameters the corresponding constant expansion does not satisfy the PAPA. We describe a wide class of homogeneous structures with generic automorphisms and show that some natural reducts of our example belong to this class.

In this paper we discuss the two-system framework, examine its strengths, point out a fundamental weakness concerning the unity of conscious experience, and then propose a new hypothesis that avoids that weakness and other related concerns. According to our strong emergence hypothesis, what emerges are not merely mental properties in specialized, distributed neural areas, but also a new, irreducibly singular entity that functions in a recurrent manner to integrate its mental properties and to rewire its brain. We argue that the (...) former function is suggested, in part, by the effects of anesthetics on sensory integration, and that the latter function is suggested by evidence garnered from the neuroscience of mindfulness, constraint-induced movement therapy for stroke, and neuroimaging data surrounding mental illness. We then discuss how our strong emergence hypothesis relates to the description and treatment of neuropsychiatric disorders. Finally, potential objections are addressed. (shrink)
